Overview of the national health insurance scheme
The national health insurance scheme started by the federal government in june 2005 is a form of social health insurance presently in place in the nations formal sector [which includes public sector, organised private sector, armed forces, police and allied services, students of tertiary institutions and voluntary contributors.
It is backed by act 35 of 1999 and is a contributory scheme set 'up to address and avert imminent crisis in the nigerian health sector. These include:
1. The general poor state of the nation's heal thcare services
2. The excessive dependence and pressure on government's provision of health care services.
3. The rising cost of health care services
4. The inadequate participation of private health services and
5. Inappropriate distribution of the health facilities in the country.
The scheme comes in an attractive package of six components and
Contributors can access healthcare needs from approved public
And private health service providers.
Health maintenance organisations [hmos] are limited liability companies licensed by the nhis to facilitate the. Provision of
Healthcare benefits to contributors and to interface between
Eligible contributors and the heal thcare providers.
Registration of enrollee(s) is done by nhis who assign each.
Enrollee to hmos. However enrollees choose registered
Heal thcare providers of their choice as their primary healthcare provider and are entitled to enrol one spouse and four children under eighteen years of age.
Each registered individual is given an identity card with a
Personalised identification number to access care at their choice heal thcare providers, the enrolle(s) however has a choice to change their heal thcare provider after a six month period of use [in cases of dissatisfaction].
Each enrollee is entitled to care at the primary, secondary and
Tertiary levels. The secondary and tertiary levels of care are however accessed via an appropriate referral process from the
Enrolles primary healthcare facility.
The scheme however has excusions on some health conditions as
Follows:
Cancer treatments/ terminal ailments
Glasses, contact lenses etc
Hearing aids
Family planning commodities eg condoms etc
Injuries from natural disasters
Injuries from conflicts, social unrest
Occupational/industrial injuries/extreme sports
High tech. Investigations, [except life threatening Emergencies for which a percentage can be paid by the hmo], e.g. Ct scan, mri etc
Epidemics
Drug abuse/addictions
Domicilliary visits
Periodic check up unrelated to illness
Tuberculosis/chronic renal failure
Cva beyond the initial treatment
Infertility
Dentures, crowns, bridges, implants, scaling and polishing Maxillofacial surgeries/root canal treatments
Congenital abnormalities inolving major surgeries
Chronic congenital defects e.g. Hirschprungs dz
Transplants
Cosmetic surgeries
Heart surgeries/neuro surgeries.
